Redevelopment Incentives (City of Dover)
All require the beneficiary to
pay 10% of the value of the benefit to DDDC Application Process.
- Ten year property tax abatement for
any added value
- Waiver of building, plumbing,
mechanical, and fire protection permit fees
- Impact fee (waive 1/2 of fee) for
new mixed use construction
Historic Tax Credit Program for
Historic Properties Tax Credit Programs
- City of Dover. Tax Credit Program
for Historic Properties. Tax credit equaling 50% of approved project
cost on exterior historic rehabilitation, preservation, or renovation.
Credit of up to 36.000 over ten years ($600 year).
- Kent County Tax Credit Program for
Historic Properties. Contact Kent County-Planning at 744-2471.
- Federal. Most of Downtown Dover is
part of a National Register Historic District, where property may
qualify for the Federal Tax Credit Program. Contact State Historic
Preservation Office at 302-739-5685.
- Delaware Historic Preservation Tax
Credit Program. Contact Stare Historic Preservation Office at
302-739-5685.
Main Street Facade Grant
- 40% match of expenses for facade
improvements that are approved by the Main Street Design Committee.

- Main Street Dover highly recommends
that you contact the City Planning Department about building permits
and renovation requirements at 302-736-7010.

Moving In-Move Up Small Business
Loans (Dover Community Development Block Grant Program)
- Low interest loans to businesses in
Downtown Dover target area that will create or retain jobs likely to
be filled by low income people, or provides services to the low and
moderate income community, or remove blight. Up to $15,000 per loan.

Corporation Loans or Grants
- The DDDC has discretionary funds it
loans to economic development projects in the area. Rates and terms
vary with the extend and benefits of project. For more information,

Community Development Block Grant Program)
- Program Funds may be designated to
assist large economic development projects, project must meet HUD
guidelines for job creation, services to moderate and low income, or

Corporation
- Multibank community development
corporation providing long term financing to qualifying commercial
real estate projects which contribute to the revitalization of
